Can another user play one of these "known-good" sounds? The first solution works for me - don't even need to restart the machine. There are different ways of emulating OSS when the kernel uses ALSA, and I haven't used them myself (and I haven't played Halo either), so I can't tell which ones work I have no problems with sound in YouTube and Adobe Flash.
