Sometimes new alerts work,sometimes they don't. Certainly it may require a custom developing solution such as a custom workflow vbia visual studio or so to get that achieved but not sure if this willwork as intended. I received the initial email notification saying that im set up for alerts for that item but after i modify the item i dont get an email alert. The problem of creating alerts for soembody else may be a "by design" issue and I haven't had any cases like this. have a peek here
