Unless everything XBL is native IPv6, which means it needs Teredo to do anything. But what about Microsoft? Much older networking equipment (that many consumers still use) doesn't support it at all, let alone in a standards compliant way. I have a static IP and my Xbox is in dmz mode but it still randomly goes strict sometimes.
